What is a 4-point inspection?
A 4-point inspection is a snapshot of four systems in an older home: roof, electrical, HVAC, and plumbing. Insurers use it to decide whether they’ll write or renew a policy. It isn’t a full home inspection, it doesn’t cover the whole house, and it isn’t a warranty. Citizens says so directly on its form: the information “is only used to determine insurability and is not a warranty or assurance of the suitability, fitness or longevity of any of the systems inspected.”
The form has to be completed, signed, and dated by a verifiable Florida-licensed professional. Citizens lists a general, residential, or building contractor, a building code inspector, and a home inspector as examples.
Can an electrician sign a 4-point inspection?
An electrician can sign the electrical section, but not the whole form. Citizens spells this out in a note on the form: “A trade-specific, licensed professional may sign off only on the inspection form section for their trade. (e.g., an electrician may sign off only on the electrical section of the form.)”
That matters more than it sounds. If your 4-point came back clean on three systems and got flagged on electrical, you don’t necessarily need to re-run the entire inspection. A licensed electrician can correct the deficiency and document that section. Confirm the path with your agent first, because the agent is the one who has to submit it.
There’s a second place the form specifically demands an electrician. On single strand aluminum wiring, the electrical section states that “separate documentation of any single strand aluminum wiring remediation must be provided and certified by a licensed electrician.” A contractor’s general sign-off doesn’t substitute for that.
What does the electrical section actually check?
The form asks for hard facts about the panel first: breaker or fuse type, total amps, panel age, brand and model, year last updated, and whether the amperage is sufficient for current usage. A second panel gets the same treatment. Photos are mandatory, including the open main panel with its interior door, the panel with the dead front off, and a shot of every hazard noted.
Then it asks the inspector to indicate the presence of any of the following:
- Cloth wiring
- Active knob and tube
- Branch circuit aluminum wiring, with a description of how all the aluminum wiring is used
- Connections repaired via COPALUM crimp

What actually fails a 4-point inspection on electrical?
Any hazard checked in that grid is a problem, because of how Citizens instructs its agents. The form’s note to agents reads: “Agents may not submit applications for properties with electrical, heating or plumbing systems not in good working order or with existing hazards/deficiencies.” Acceptable condition, per the form, means the system “is working as intended and there are no visible hazards or deficiencies.”
So a single double tap can stall a policy. Two breakers landed on one lug is a twenty-minute fix for an electrician and a checked box that an agent can’t submit around. Same with an improperly sized breaker protecting a smaller conductor, or a corroded bus in a coastal Pinellas panel.
Here’s the part Tampa Bay homeowners get wrong most often. Federal Pacific and Zinsco don’t appear anywhere on the Citizens form as automatic fails.
