Mobile home electrical is different because the home itself is built to a federal standard, not the same building code that governs a site-built house. Two things follow from that federal standard: the neutral and ground stay separated inside the home unless the home carries its own service equipment, and the supply cord is a four-wire cord. A third difference is Florida’s own, and it has nothing to do with the federal rules: the person licensed to set the home on its lot isn’t the one allowed to connect the power.

Why is mobile home electrical different from a regular house?

A site-built house in Tampa Bay is built to the Florida Building Code. A manufactured home is built to one federal standard instead, HUD’s Manufactured Home Construction and Safety Standards. Federal rule 24 CFR 3282.11 bars a state from enforcing its own construction and safety standard on a manufactured home unless that standard is identical to the federal one. It also bars a state, as a condition of entry into or sale in the state, from requiring a labeled home to be inspected against any standard the federal rule already covers. That preemption reaches the construction and safety of the home itself. What does the HUD label on the outside of the home tell you?

It confirms the section was built to the federal standard, not that today’s installation is code-compliant. Every transportable section of a manufactured home built after June 15, 1976 carries a certification label from its manufacturer, mounted on the section’s exterior. HUD.gov calls it the HUD tag or red certification label. The label is the manufacturer’s certification that the section was built in accordance with HUD’s Manufactured Home Construction and Safety Standards. A multi-section home should carry one label per section, not just one on the main body.

Where does the federal code stop and the lot connection start?

Federal code follows the home and its feeder, not the power supply at the site. The federal standard’s electrical subpart covers the conductors and equipment installed within or on the home, and the conductors that connect the home to a supply of electricity, meaning the feeder or cord. What supplies that power at the lot, the pedestal or service equipment, sits outside that federal scope unless it’s mounted directly on the home under the specific conditions the rule allows. That site-side equipment is where Florida’s own installer rules take over, covered further down.

Why can’t the neutral and ground be tied together inside the home?

Because federal rule 24 CFR 3280.809 requires the neutral to stay isolated from ground inside the home, with one specific exception. The grounding bus in the home’s distribution panel connects to the service ground through the green-colored conductor in the supply cord or feeder wiring, and neither the home’s frame nor an appliance frame may connect to the neutral conductor. The neutral has to stay insulated from grounding conductors and from equipment enclosures, including the neutral terminals in the panel, ranges, dryers, cooktops, and wall ovens. Factory bonding screws, straps, or buses in the panel or in appliances have to be removed and discarded. However, when service equipment is installed on the manufactured home, the neutral and the ground bus may be connected in the distribution panel. That’s the one case where tying them together isn’t a mistake, it’s how the code is written for a home carrying its own service equipment. Outside that case, a neutral bonded to ground inside the home is worth having checked on an electrical repair visit.

A separate bonding conductor also runs between each distribution panel and an accessible terminal on the chassis. The rule calls for solid or stranded, insulated or bare, No. 8 copper minimum or equal. That conductor bonds the frame to the panel’s grounding terminal. It isn’t a second path to earth, it’s what puts the chassis on the same grounding conductor that runs back to the site’s service ground.

What is the pedestal, and why does it fail first in Tampa Bay?

The pedestal is the site-side equipment the feeder connects to, the link between utility power and the home. Manufactured housing has a real footprint across Tampa Bay. Pasco County’s Gulf side, including Holiday, New Port Richey, Port Richey, and Hudson, has heavy manufactured-housing density. Gibsonton in south Hillsborough has an unusually high share of mobile and manufactured housing, and Town ‘n’ Country and Seffner each have roughly one in ten homes that are manufactured or mobile.

Where the pedestal sits matters for how fast it ages. On the Gulf-side lots, salt air and humidity work on outdoor service equipment harder than they do inland, and corroded pedestals are a regular find on the older units we get called to. Inland communities like Seffner see the humidity without the salt. Either way the equipment is outdoors, unconditioned, and often decades old. The same is true of an RV pedestal, which is common on the same lots and runs on a different set of code rules.

How many wires should the feeder have?

On a cord-supplied home, four. The supply is either a single listed power cord rated 50 amperes or a permanently installed circuit. A home factory-equipped with gas or oil-fired heat and cooking appliances can use a 40-ampere cord instead.

The cord has to have four conductors, with one identified by a continuous green color, or green with one or more yellow stripes, for use as the grounding conductor. A compliant cord carries a marking too, reading “For use with manufactured homes” along with 40 or 50 amperes. Cord length is specified: the overall length falls between 21 feet and 36 and a half feet, with at least 20 feet from the face of the plug to where the cord enters the home.

Where the calculated load runs higher than 50 amperes, or a permanent feeder replaces the cord, the supply comes through one of three methods:

  • A mast weatherhead installation, which the rule says carries four continuous insulated, color-coded feeder conductors, one of them an equipment grounding conductor
  • A listed metal or rigid nonmetallic conduit run from the home’s disconnect to its underside, for which the rule sets no conductor count and leaves sizing to the manufacturer’s written instructions
  • Service equipment mounted directly on the home, under specific conditions that include anchoring or a permanent foundation and a weatherproof enclosure

That third method is worth understanding, because it’s the same case that changes the neutral rule above. A home with its own service equipment on it is wired as a service rather than fed by a feeder, and it’s grounded to an electrode at the site instead of through a fourth conductor coming from the pedestal. So the four-wire expectation describes the cord and the mast weatherhead feeder, not every possible setup.

Who is allowed to connect a mobile home to power in Florida?

Not the installer, with one narrow exception. Florida’s Department of Highway Safety and Motor Vehicles licenses mobile home installers, and its installer FAQ, which points readers to Rule 15C-2.0072, F.A.C., draws a clear line between trades. Installers can connect plumbing, since that’s part of the installation process. Electrical work is different: installers can only install electrical crossovers on multi-section homes, and any other electrical work has to be done by a licensed electrician. What does mobile home electrical work cost in Tampa Bay?

Two different figures apply, depending on what’s being replaced, and both are the ranges we publish for this work rather than a general market rate. Worth knowing on the breaker side: the federal standard says arc-fault breakers are only required for general lighting circuits in a manufactured home, and that smoke alarms on a dedicated circuit don’t need arc-fault protection. Circuits opened up during that work should also get GFCI protection brought up to current code while the panel is open. What code did govern a home built earlier isn’t something to guess at, and it isn’t something a homeowner can determine just by looking at the unit. The practical answer is the same one that applies to any older home: have a licensed electrician look at what’s actually installed rather than assuming compliance either way.
