Pool bonding and grounding are two different systems, and mixing them up is the most common mistake we see around Tampa Bay pools. Grounding gives fault current a path back to the panel so a breaker trips. Bonding ties every conductive part around the pool together so they all sit at the same voltage, which means a swimmer touching a wet ladder and standing on a wet deck never feels a difference between the two. NEC Article 680 requires both, and the bonding half is the one that quietly goes missing on older pools.

What pool bonding actually does, and why it isn’t grounding

Bonding does not clear faults. It equalizes voltage. Voltage gradients are the real hazard in a pool, because a small difference in potential between the water, the ladder, the deck, and the pump housing is enough to lock a swimmer’s muscles before anyone realizes what’s happening. Tying those parts together with a continuous copper conductor removes the difference, so there’s nothing to feel.

That distinction matters legally, too. The pool’s structural rebar is not permitted to serve as a grounding electrode. It’s part of the bonding network, not the grounding system, and treating one as a substitute for the other is a code violation as well as a safety problem.

What has to be bonded around a Florida pool

Article 680 names the parts, and the list is longer than most homeowners expect:

  • The conductive pool shell, with the structural reinforcing steel tied together at every crossing
  • The perimeter surface, extending 3 feet horizontally beyond the inside walls of the pool, including unpaved ground, poured concrete, and pavers
  • All metallic parts of the pool structure
  • Metal forming shells and mounting brackets for underwater lights
  • All metal fittings within or attached to the pool structure
  • Metal parts of pool covers, the circulation system, and heating equipment
  • Fixed metal parts within 5 feet horizontally of the pool, or 12 feet vertically above the maximum water level

The bonding conductor is a minimum 8 AWG solid copper wire. Where a copper grid replaces unavailable rebar, it’s built from 8 AWG bare solid copper in a 12 inch by 12 inch pattern, and the perimeter connection has to land at a minimum of four points spaced evenly around the pool.

The pool water itself has to be bonded

This is the requirement that surprises people, and it’s the one most often missed on fiberglass and vinyl-liner pools. The water has to be in direct contact with a corrosion-resistant conductive surface exposing at least 9 square inches. On a concrete pool with metal fittings and a metal ladder, that usually happens on its own. On a fiberglass shell with plastic fittings, there may be nothing conductive touching the water at all, and a dedicated bonding plate has to be added in the circulation path.

If your pool was resurfaced or converted to plastic fittings at some point, that 9 square inches may have disappeared without anyone noticing. It’s worth checking.

What needs GFCI protection

GFCI covers the fault-clearing side that bonding doesn’t. Two rules do most of the work around a residential pool.

Pool pump motors need it. Any outlet supplying a single-phase pool pump motor from 120 volts through 240 volts requires GFCI protection, at any amperage, whether the pump is plugged into a receptacle or wired directly. The older exemptions based on horsepower or amp rating are gone.

Underwater lights need it above the low-voltage contact limit. Florida sets that limit at 15 volts RMS for sinusoidal AC, 21.2 volts peak for nonsinusoidal AC, 30 volts for continuous DC, and 12.4 volts peak for DC interrupted at 10 to 200 Hz. A light operating above that limit requires GFCI protection on its branch circuit. A listed low-voltage fixture fed through a listed isolation transformer doesn’t.

One clarification, because national pool articles get it wrong: a private residential pool in Florida isn’t required to run low-voltage underwater lighting. Line-voltage fixtures are allowed when they’re listed for the purpose and GFCI-protected. The low-voltage lighting mandate applies to public pools. If a contractor tells you your backyard pool light is illegal purely because it’s 120 volts, ask which code section they’re citing.

If the property also has water access, note that the pool and the dock are governed by different code articles. Article 680 handles the pool. Dock and boat lift electrical falls under Article 555, with its own ground-fault thresholds and mounting rules.

Who is licensed to do pool electrical work in Florida

This trips up a lot of homeowners, because the pool company that built the pool isn’t automatically the one allowed to wire it. Florida Statute 489.113(3) is direct about it: “A contractor shall subcontract all electrical, mechanical, plumbing, roofing, sheet metal, swimming pool, and air-conditioning work, unless such contractor holds a state certificate or registration in the respective trade category.”

So a pool contractor either holds an electrical certification themselves, or the electrical work gets subcontracted to someone who does. Plenty of good pool builders do exactly that. The problem is the middle ground, where a service company replaces a pump or a light and reconnects the bonding wire without anyone licensed for electrical work touching it. That’s where we find loose lugs, bonding wires cut and never reattached, and pumps swapped onto circuits with no GFCI.

When pool electrical problems show up

Rarely at the pool. They show up as a tingle on a wet handrail, a pump breaker that trips after rain, corrosion eating the bonding lug on the pump housing, or a pool light that works until it doesn’t. Salt-chlorine systems accelerate the corrosion, and the Gulf-side salt air does the rest, which is why equipment pads around Carrollwood, Lutz, and Valrico tend to need bonding hardware attention sooner than the pool shell ever does.

New pools have one more checkpoint worth knowing. Florida requires the final electrical and barrier inspection to be completed before the pool is filled with water, with an exemption for vinyl-liner and fiberglass pools that have to be filled on installation. If a builder is filling your pool before that inspection happens, something is out of sequence.

Frequently asked questions

Does my existing pool have to be brought up to current bonding code?

Not automatically. Code applies at the time of installation and at the time of permitted work. An older pool that was compliant when built is generally allowed to stay as is. That changes the moment you replace equipment, do a permitted renovation, or resurface the pool, because the work being permitted has to meet current requirements.

How do I know if my pool is bonded?

Look at the equipment pad. You should see a bare copper wire, roughly the thickness of a coat hanger, running to a lug on the pump motor housing and continuing on to the heater and any other metal equipment. If you don’t see that wire, or you see it cut, disconnected, or hanging loose, the bonding network isn’t doing anything. A licensed electrician can test continuity to confirm what’s actually connected under the deck.

Can I replace my own pool light?

Replacing a pool light involves the bonding connection, the equipment grounding conductor, and in many cases a permit. In Hillsborough County, work touching the bonding grid or the electrical connection falls under an electrical permit and requires a licensed professional. The fixture also has to be listed for the depth it’s installed at, so a like-for-like swap isn’t always as simple as it looks.

Is a bonding wire the same as a ground wire?

No. The ground wire is insulated, runs back to the panel, and gives fault current a path so the breaker trips. The bonding wire is typically bare solid copper, doesn’t go back to the panel as a fault path, and exists to hold everything around the pool at the same voltage. A pool needs both, and one can’t do the other’s job.

Why does my pool pump keep tripping the GFCI?

Usually moisture or a failing motor. Water getting into the motor windings, a degraded seal, or corrosion at the connections all create small leakage currents, and a GFCI is built to catch exactly that. It’s doing its job. Repeated tripping after rain almost always means water is getting somewhere it shouldn’t, and replacing the GFCI without finding the leakage just removes the protection.

Do I need a permit for pool electrical work in Hillsborough County?

For anything touching the bonding grid, the panel, or the equipment circuits, yes. Pool equipment electrical work including pumps, heaters, lighting, bonding, and grounding is permitted work in Florida, and the electrical connections are inspected under that permit. Check with your city or, in unincorporated areas, the county building department, since requirements vary across the Tampa Bay municipalities.

My pool is in Pinellas County. Are the rules different?

The electrical requirements come from Article 680 and the Florida Building Code, so they’re the same statewide. What changes locally is the permitting and inspection process, and which department handles it. Coastal Pinellas properties do tend to have a corrosion problem that inland pools don’t, so bonding hardware near the water usually needs looking at more often.
